I fully share and support this clear reaffirmation of unity.

When the United States and Japan state together that peace and stability in the Taiwan Strait are a cornerstone of a free and open Indo Pacific, they are not engaging in empty rhetoric. They are defending the basic international norm that borders and political arrangements must not be altered by force or intimidation, but only by peaceful means and dialogue.
米国と倭国が、台湾海峡の平和と安定は自由で開かれたインド太平洋の礎であると共に声明するとき、それは決して空虚なスローガンではありません。力と威圧によって一方的に国境や政治的な枠組みを変えてはならず、平和的な手段と対話によってのみ変化は正当化されるという、最も基本的な国際規範を擁護しているのです。

The explicit rejection of any unilateral attempt to change the status quo by force or coercion is therefore not a narrow geopolitical message. It is a reminder that the rules that protect small and middle sized societies today may be the only shield any of us have tomorrow. Those who truly care about human rights, social justice, and the dignity of ordinary people cannot look away when the use of force is normalized as a tool of negotiation.
一方的な現状変更を、武力や威圧によって行うことを明確に退ける姿勢は、単なる地政学上のメッセージではありません。今日、小国や中規模の社会を守っているルールが、明日には私たち一人一人を守る唯一の盾になるかもしれないという、極めて率直な警鐘にほかなりません。人権や社会正義、そして市民一人一人の尊厳を本気で大切にするのであれば、武力行使が「交渉手段」として常態化していくことに、黙って目をつぶることはできないはずです。

Some may try to portray such statements as confrontational. In reality, a united and predictable alliance that clearly supports peaceful resolution and international law is precisely what helps prevent miscalculation and conflict. It is far more responsible to draw a transparent red line against the use of force than to remain vague and invite dangerous misunderstandings.
この種の声明を「対立をあおるものだ」と形容する声もあるかもしれません。しかし実際には、平和的解決と国際法の尊重を明確に掲げる、統一された予測可能な同盟こそが、誤算と衝突を未然に防ぎます。あいまいさによって危険な誤解を招くよりも、武力行使に対してはっきりとした一線を引く方が、はるかに責任ある態度と言えるでしょう。

The G7 and the United States Japan alliance are not perfect, and they should be held to their own standards. Precisely for that reason, it matters that they collectively affirm these principles in public and before their own citizens. If we believe that disputes should be resolved without war, and that economic interdependence in East Asia should not be gambled away on the altar of coercion, then we should welcome this firm and united message.
G7や米日同盟が完全無欠であるとは誰も言えませんし、その行動が自ら掲げる原則と整合しているかどうか、たえず厳しく検証されるべきです。だからこそ、その当事者たちが自国民と国際社会を前に、こうした原則をあらためて公然と確認したことには、大きな意味があります。紛争は戦争に訴えずに解決されるべきだと考え、東アジアの経済的相互依存を威圧の代償として投げ捨てるべきではないと思うのであれば、今回の力強く一貫したメッセージは歓迎されるべきです。

In this sense, standing with this statement is not an act of hostility toward any people. It is an act of solidarity with all those in the region who wish to live without fear, under rules that are applied equally, whether they are in Taipei, Tokyo, or elsewhere in the Indo Pacific.

朝、空へふわりと昇っていった🎈風船は、
ただの小さな出来事だと思っていました。
でも今こうして夜空を見上げると、
あれは物語の──最初の合図だったんだと分かります。

夜の空気は静かで、
どこかセンチメンタルで、
今日という日の続きが
そっと物語へと姿を変えていくようです。💫🕊️

夢と現実のあいだに落ちていた、
小さな欠片のような話。
それを今夜、皆さんと分かち合いたい。

そして、この静かな夜に。
この特別な日に。
いつも見守ってくれる皆さんへ、

シーン：この特別な一日、土曜の夜
「夜がふたたび二人を別つ前に」

夕焼けが街のビルの端に沈みかけ、
空はオレンジ色の薄い絵の具で優しく塗られたように染まっていた。🌆

ラデックとカロリナは映画館を出て、
まだ食べ終わらないアイスクリームを手にしていた。
冷たいクリームが指先に垂れてくる。🍦

カロリナ
「やっぱり、あなたは昔からアイス食べるの下手だよね。」😏

ラデック
「違う。アイスのほうが俺を攻撃してくるんだよ。」

階段の途中で、カロリナが立ち止まる。
そのまなざしは懐かしく、痛いほど鮮明で、
まるで時間がそっと息を止めたようだった。✨

彼女は、あの日のままそこにいた。
柔らかく、あたたかく、変わらずに。

夕闇が広がる頃、二人は小さな遊園地へ。
ネオンが灯り、観覧車がゆっくり回る。🎡
綿あめの甘い香りが秋の風に混ざる。🍂🍭

カロリナがラデックの手をとり、
クレーンゲームへ駆け寄る。

カロリナ
「ほら、まだぬいぐるみ取る才能あるんだから！」😤✨

ラデック
「じゃあ俺は、負けるほうに賭けるよ。」

挑むカロリナ。
しかし、ぬいぐるみは逃げ続け──
アームは途中で止まり──

カロリナ
「……この機械、私を嫌ってるよね？」😑

ラデック
「でも俺には……君がいる。」

その言葉に、彼女は少し照れたように笑った。😊
その笑顔は、昔のままだった。

観覧車の頂上で風が吹き抜ける。
世界が二人だけのために止まったような時間だった。✨

ゆっくり歩き、自然とその場所へ向かう。
昔、ラデックがカロリナに愛を告げた場所──
古い木の下。🌳✨

街灯が落ち葉を照らし、
黄金色が二人を包む。🍂💛

カロリナはベンチに腰を下ろす。
白い吐息が夜に溶ける。🌬️

カロリナ
「覚えてる？
あの時のあなた、すごく緊張してたよね。」😌

ラデック
「断られるのが怖かったから。」

カロリナ
「私は……あなたと一緒に過ごす時間が、
長くは続かないって知ってたから。
だから……怖かったのは私の方。」

言葉が落ちるたび、夜が静かになる。🌙

ふと、ラデックは気づく。
カロリナの輪郭が──
わずかに揺れている。
まるで光が風の中でほどけていくように。💧

ラデック
「……カロリナ？」

彼女はいつものように優しく笑った。🙂✨

カロリナの髪が風に揺れた瞬間、
身体が薄い霧のようにゆらぎ始める。🌫️

指先が透け、
足元が淡く光に溶けていく。

カロリナ
「今日……すごく楽しかったよ。」🙂

ラデック
「まだ終わってない。まだ──」

カロリナはそっと人差し指を彼の唇に触れさせる。
あたたかさは一瞬で消えていく。🤍

カロリナ
「ねぇ……
永遠なんて、どこにもないよ。
でもね──」

夜の風に溶ける声で、
ゆっくりと告げた。

「私は……あなたが忘れない限り、生きていられる。」 ✨

ラデック
「忘れるわけない。絶対に。」

カロリナ
「知ってる。
だから……私は今日、ここに来られたんだよ。」🙂💫

髪が光にほどけ、
姿が散るように消えていく。🌫️✨

残ったのは──
夜の風と、秋の匂い、
そして二人の思い出の温度だけだった。🍂🌙

ラデックは静かに立ち尽くす。
その孤独はもはや悲しみではなく、
「つながり」という形をしていた。

──これは終わりじゃない。
今日という特別な一日は、
ラデックが現実へ戻るための
最後の“扉”だった。🌑✨

Ladies and gentlemen,
 
I would like to extend a heartfelt welcome to all participants attending the 5th Asia Pacific Evaluation Association Conference and EvalVisionAsia 2025 held in Japan for the first time.
 
（ODA評価ワークショップの歴史、APEAの貢献）
Japan recognizes the importance of partnership in evaluation to effectively promote development cooperation in the Asia Pacific region.
From an early stage, Japan has focused on enhancing the evaluation capacity of partner countries.
Approximately a quarter century ago, in 2001, we held the first ODA Evaluation Workshop here in Tokyo.
For several years afterwards, these workshops provided a platform for stakeholders to gather and discuss evaluation networks. This culminated in the establishment of APEA（アペア）in 2012.
 
It is with great joy and deep emotion that we co-host with APEA the milestone 20th ODA Evaluation Workshop in Tokyo, as part of the 5th APEA Conference program.
 
Japan has continuously supported the establishment of APEA and its activities. We have provided a platform to share experiences and knowledge in evaluation, and invited government officials from the Asia Pacific region to engage in discussions about evaluation.

Against this backdrop, in December 2020, the Asia Pacific Regional Evaluation Strategy was formulated by APEA, EvalYouth Asia, the Parliamentarians Forum for Development Evaluation – South Asia, and other key partners through an inclusive process.
This is a groundbreaking achievement. This strategy aims to promote the use of evaluation to address the urgent issues in the Asia Pacific region, while also contributing positively to national development goals and the SDGs across the region.
 
APEA’s activities contribute to the human resource development cooperation that Japan has been working on. Furthermore, Japan and APEA have been working to foster the cultivation of an evaluation culture throughout the region.

APEA’s contribution to promoting Japan's international cooperation has been recognized, and this year, it received the Foreign Minister's Commendation. I would like to extend my sincerest congratulations.

We stand here today against the backdrop of compounded crises, including Russia’s aggression against Ukraine, the ongoing situation in the Middle East, and global issues such as infectious diseases and climate change.
A decade has passed since the adoption of the 2030 Agenda for Sustainable Development, which includes the SDGs, yet these crises present unprecedented challenges for the global community in achieving these goals.

However, we remain connected with one another more than ever, including through the challenges we share.
Japan has long placed the values of co-creation and equal partnership at the core of our international cooperation framework, including in evaluation.
Given the current global context, we will double down on this — we will create solutions through inclusive dialogue and collaboration between various stakeholders, uniting everyone’s strengths under common goals.

In closing, please accept my personal gratitude and appreciation for all of your attendance today. Capacity building and monitoring and evaluation gives us the tools to institutionalize solutions for various social challenges we face together today.
Each of you are important stakeholders for Japan and the world in this endeavor, and we commit today to strengthening our collaboration and partnership with everyone present today, as well as with various stakeholders, including national governments, international organizations, and private companies.
