今回の事案は、中国空母「遼寧」から発進したJ15戦闘機が、沖縄南東の公海上で監視中の航空自衛隊F15に射撃管制レーダーを照射したとして、倭国政府が抗議しているものです。一方で中国側は、事前に公表した訓練海空域に自衛隊機が何度も接近し、訓練を妨害したと主張しています。

ここで重要なのは、場所が倭国の領空でも中国の領空でもなく、公海上の国際空域だったという点です。訓練海域を宣言しても、その海や空がその国だけの「専用エリア」になるわけではありません。各国の軍が安全な距離を保ちながら相手の艦隊や航空機を監視するのは、世界中で日常的に行われている行動です。

一方、他国機に射撃管制レーダーを向ける行為は、多くの国で「攻撃の一歩手前」と受け止められる危険な対応とされています。だからこそ倭国だけでなく、豪州などの国々も今回の件に懸念を示しています。

中国大使の発言だけを取り上げて「倭国が一方的に妨害した」と決めつけてしまうと、こうした前提や国際ルールが見えなくなります。双方の説明と、どこで何が起きたのかという事実、公海での権利関係を踏まえて冷静に判断することが大切だと思います。

This incident concerns J15 fighters launched from the Chinese carrier Liaoning that, according to Japan, illuminated Japan Air Self Defense Force F15s with fire control radar over the high seas southeast of Okinawa. China in turn claims that Japanese aircraft repeatedly approached a declared training area and disrupted its drills.

The key point is that the area was neither Japanese nor Chinese airspace but international airspace. Even if a state announces a training box, that does not turn the sea or sky there into its exclusive property. It is standard practice for militaries around the world to monitor each others ships and aircraft from a safe distance.

By contrast, using a fire control radar on another countrys aircraft is widely regarded as a dangerous act that can signal a step toward attack. That is why not only Japan but also partners such as Australia have expressed concern.

If we only quote the Chinese ambassadors remarks and conclude that Japan was simply obstructing China, we lose sight of these basic facts and norms. It is more reasonable to consider both sides explanations, the exact location, and the rules that apply over the high seas before judging what happened. December 12, 2025
