中国側は「自衛隊機が訓練海空域を滋擾し、最大の安全リスクだ」「倭国が事実と違う情報で中傷している」と主張していますが、これはあくまで中国側の見方です。

倭国の防衛省や各国報道では、今回の事案は沖縄本島南東の公海上の国際空域で起き、自衛隊F15は中国空母遼寧の大規模訓練を一定の距離を保って監視していたとされています。そのうえで、遼寧から発進したJ15が火器管制用レーダーを2回にわたり自衛隊機に照射したことを、倭国側は危険行為として抗議しています。

たとえ中国が訓練海空域を事前に公表していても、その場所が中国だけの排他的な空や海になるわけではありません。国際空域で他国の艦隊や航空機を監視することは、多くの国が日常的に行っている通常の活動です。一方、火器管制レーダーによるロックオンは、攻撃準備の意思表示として国際的に強い懸念の対象になっています。

中国大使の抗議だけをそのまま真実として受け取るのではなく、場所が国際空域であったこと、監視飛行とレーダー照射の性質が全く違うことを踏まえたうえで、どちらの行為が本当に緊張を高めたのかを冷静に考える必要があると思います。

Announcing a training area does not turn that part of the sea and sky into exclusive national airspace. In international airspace, it is normal practice for militaries to watch each others activities from outside a safe separation. By contrast, a fire control radar lock is treated very differently under common practice.

So rather than accepting only the Chinese protest at face value, it is more reasonable to look at the location, the rights in international airspace and the nature of the actions on both sides, and then make a calm judgment about which behavior actually raised the risk. December 12, 2025
